- Doctorate: at least 1 year relevant professional experience
- Working experience, including international level, in project execution or coordination
- Experience evaluating needs, conditions, problems in developing countries, and technical cooperation projects desirable
- Ability to work in multi-cultural environment
- Experience working with GEF-funded programmes desirable
- Experience working with UN agencies and/or international organizations desirable
- Fluency in written and spoken English required
- Working knowledge of another official UN language desirable

- Formulate and execute technical cooperation projects
- Ensure timely and efficient project delivery
- Prepare consultant job descriptions and terms of reference
- Organize training and key project meetings
- Monitor and report project progress
- Conduct field and headquarters oversight meetings
- Assist in project evaluations
- Support advocacy and knowledge management activities
- Prepare promotional materials
- Organize media events
- Disseminate project information
- Support fund mobilization activities
- Engage with stakeholders
- Coordinate with donors and partner agencies
- Perform other related duties
