UIL supports Member States in the field of lifelong learning with a focus on learning ecosystems, skills for life and work, and inclusive learning. It pays special attention to UNESCO’s Global Priorities Africa and Gender Equality. Within UNESCO’s broad educational mandate, the mission of the Institute is to promote the recognition of and create the conditions for the exercise of the right to education and learning. The Institute undertakes research, capacity-building, networking and publication on lifelong learning. UIL responds to the concerns of all UNESCO Member States, giving priority to least developed countries. ## **UIL Public Relations** Public relations are central to the successful implementation of UIL’s mandate. The overarching goal of the Institute’s communication strategy is to put the right to education for learners of all ages at the heart of social, political and economic agendas. Effectively communicating UIL’s vision, programmes, data, knowledge and achievements to and with diverse stakeholders – including government representatives, civil society, education stakeholders, the private sector, people and communities – is key to shifting public policy, fuelling social engagement, and increasing private and public resources for lifelong learning. Specifically, UIL’s communication shall contribute to the three objectives, defined by UIL’s Medium Term Strategy: ## 1. Guide and support the design, implementation and monitoring of lifelong learning policies at global, national and local levels. 2. Advance participation in learning opportunities throughout life and enhance the quality of provision. 3. Contribute to greater equity and inclusion in learning. ## Purpose of the Consultancy UIL is seeking a junior consultant to support the implementation of UIL’s communication strategy by 1) Uploading content to the UIL website in English, French, Spanish 2) Developing social media assets to promote UIL’s work 3) Compiling a bi-monthly newsletter, 4) Editing video messages and event recordings, 5) Monitoring implementation of UIL’s communication strategy. Main duties and responsibilities Under the overall authority of the Director of the UNESCO Institute for Lifelong Learning (UIL, and under the direct supervision of the Head of Communication and Outreach, the individual consultant will undertake the following main responsibilities: ## **01: Uploading content to the UIL website** **1.1:**Upload at least 5 news / event  items per month to the UIL website and coordinate translation into French and Spanish with translators. **1.2:** Monitor running of website and trouble-shoot challenges with the support of developers **1.3**: Update UIL online collections of case studies with 20 new entries and coordinate translation into  French and Spanish. **1.4**:Develop four new landing pages for flagship projects. **1.5:** Download from Shutterstock (subscription by UIL) and integrate into the UIL photobank at least 100 images in line with the Institute’s thematic priorities and branding. ## **02: Develop social media assets** **2.1**: Contribute to conceptualizing social media campaigns on flagship initiatives **2.2:** Prepare 10 social media assets and captions for flagship initiatives monthly **2.3:** Coordinate translation of social media assets for the announcement of new members of the UNESCO Global Network of Learning Cities **03: Compile a bi-monthly newsletter** **3.1**: Create a newsletter via MailChimp every other month, compiling existing news and event items **3.2:** Coordinating translation of the newsletter into French and Spanish. **3.3:** Maintain the mailing lists of the newsletters ## **04: Edit videos** **4.1:** Edit 2 video messages a month (approx. 6  minutes each) **4.2:** Edit 9 event recordings a month (approx. 1hour each) **4.3**: Upload videos to UIL YouTube Channel and integrate into the UIL website **05: Monitoring implementation of communication strategy** 5.1: Monitor social media, website and newsletter performance and provide a monthly report ## Deliverables and timeline The consultant must submit editable versions of all deliverables in English as well as French and Spanish where indicated within the contract period. The specified dates for the deliverables indicated below are subject to revision. **List of deliverables** Deliverable 1 should be submitted on 30 August 2025 : 1.1, 1.2, 1.5, 2.2, 3.1, 3.2, 3.3, 4.1, 4.2, 4.3, 5.1 Deliverable 2 should be submitted on 30 September 2025 : 1.1, 1.2, 1.4, 1.5, 2.1, 2.2, 3.3, 4.1, 4.2, 4.3, 5.1, Deliverable 3 should be submitted on 30 October 2025 : 1.1, 1.2, 1.3, 1.5, 2.2, 3.1, 3.2, 3.3, 4.1, 4.2, 4.3, 5.1 Deliverable 4 should be submitted on 30 November 2025 : 1.1, 1.2, 1.5, 2.1, 2.2, 2.3, 3.3, 4.1, 4.2, 4.3, 5.1 Deliverable 5 should be submitted on 15 December 2025 : 1.1, 1.2, 1.5, 2.2, 3.1, 3.2, 3.3, 4.1, 4.2, 4.3, 5.1 ## Long Description UIL will provide feedback to each deliverable submitted and hold regular meetings to ensure the progress and quality of the consultant’s work. The contractor should ensure that all visibility materials are produced in line with UNESCO’s branding guidelines. Please refer to the UNESCO Style Manual for citation style, terminology and spelling, abbreviations, references, etc. In line with UNESCO’s overall gender mainstreaming strategy, the contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. The work of the consultant can be done remotely. The documents produced will be the property of UIL. ## Required qualifications **Required Qualifications** **Education** Master’s degree in communication, public relations, adult education, international relations, education, or any other related fields. **Work experience** At least 2 years of relevant work experience in public relations, ideally within the field of education, lifelong learning, or international cooperation. Previous experience in planning and implementing public relations activities, including website management with Drupal 9 and social media management. Proven experience in implementing public relations activities across different world regions. Familiarity with lifelong learning, adult education, or education systems across UNESCO Member States. **Skills** Excellent writing skills. Ability to collect, synthesize, and analyse information from various sources and convey succinct messages. Ability to communicate sensitively, effectively, and creatively across different constituencies. Strong knowledge of social media platforms and experience in social media outreach.
