Requirements
- •Advanced University Degree in economics, health economics, health financing, health policy and planning, or a comparable relevant field
- •Specialized qualification in health economics, economics, health financing, or other specifically related technical field
- •PhD in health, health economics, economics, health policy and planning, or other related relevant field
- •Significant experience providing technical support and advisory in health financing, health economics, and development financing
- •Experience overseeing and supporting implementation of development financing initiatives in global health
- •Ability to work with and influence high-level diverse stakeholders
- •Ability to negotiate and influence with in-country partners and national stakeholders
- •Ability to navigate significant change and coordinate across various stakeholders
- •Collaboration skills and willingness to work with diverse stakeholders
- •Solution-oriented and positive approach to problem-solving
- •Excellent written and verbal communication skills
- •Track record of leading a highly effective team and culture building
- •Experience in multi-stakeholder context with emphasis on Global Health financing
- •Minimum 12 years of experience in health financing, health economics, development financing, or relevant management consultation
- •At least 6 years of experience leading a team of health financing and/or public health professionals
- •Advanced technical expertise in health economics, financial sustainability, and health financing schemes
- •Experience with diverse financing modalities for financial sustainability
- •Experience with management or implementation of Global Fund grants
- •Excellent knowledge of English and preferably good working knowledge of French

- •Facilitate integration of sustainability objectives across the grant lifecycle
- •Engage with stakeholders to increase country ownership of financing strategies
- •Monitor execution of financial sustainability roadmaps
- •Provide guidance on strategic co-financing commitments
- •Conduct fiscal space analyses and track health financing trends
- •Monitor implementation of health financing reforms
- •Collaborate with partners to align financing efforts with national agendas
- •Deliver technical support in health financing schemes and resource tracking
- •Promote demand-driven technical assistance aligned with sector reforms
- •Strengthen in-country capacities for budgeting and financing data systems
- •Identify opportunities for innovative financing modalities
- •Support negotiation of alternative financing arrangements
- •Track implementation and monitor impact of financing tools
- •Engage in continuous improvement of health financing modalities
- •Use country-level data to inform strategic decision-making
- •Monitor performance indicators for financial sustainability
- •Align Health Finance with Grant Management and technical teams

- •Serve as a counterpart to governments and partners for financing solutions
- •Represent the Global Fund in regional platforms
- •Advocate for domestic financing and co-investment
