Senior Finance Specialist, Grant Financial Management - GL D(m/w/x)

Requirements
- Advanced degree in Finance or accounting qualification
- First-level university degree in Accounting, Finance, Business Administration, or related fields

- Minimum 5-8 years of senior professional experience in financial management
- Supervisory and/or people management experience of at least 2 years

- Strong skills in financial accounting and reporting
- Strong skills in audit and assurance techniques
- Skills in risk identification, analysis, and problem solving
- IT skills including proficiency in ERP Systems and Microsoft Office
Tasks
- Provide end-to-end financial oversight of the assigned grant portfolio
- Ensure compliance with Global Fund fiduciary policies and financial guidelines
- Lead the design and monitoring of fiduciary arrangements for optimal fund use
- Oversee assurance mechanisms and ensure timely execution of risk-mitigation actions
- Coordinate with the Country Team on the selection of Fiscal Agents
- Review financial forecasts and risk assessments, escalating issues as needed
- Serve as the primary liaison with assurance providers for quality and accountability
- Facilitate the transition of grants to national Public Financial Management systems
- Support financial capacity-building initiatives for Civil Society Organizations
- Drive the implementation of financial capacity-building initiatives in assigned countries
- Co-lead in-country diagnostic reviews with the CFMSI team
- Monitor progress of capacity-strengthening initiatives and escalate challenges
- Ensure timely completion of Financial Management Impact Reviews
- Collaborate on monitoring financial aspects of innovative financing initiatives
- Ensure accuracy and timeliness of financial information reported by Principal Recipients
- Assess and communicate the linkage between programmatic and financial performance
- Ensure holistic reconciliation of cash balances and reported expenditures
- Provide technical oversight on identification of ineligible expenditures
- Document and escalate exceptions to Global Fund Financial Policies as needed
