Requirements
- •Advanced degree in Finance or accounting qualification
- •First-level university degree in Accounting, Finance, Business Administration, or related fields
- •Extensive experience in financial analysis and decision-making
- •Ability to deliver change in financial management
- •Strong communication and stakeholder management skills
- •Business focus and result-oriented
- •Minimum 5-8 years of senior professional experience in financial management
- •Supervisory and/or people management experience of at least 2 years
- •Grants and finance management experience in health or social sector
- •Excellent knowledge of English and good working knowledge of French
- •Strong skills in financial accounting and reporting
- •Strong skills in audit and assurance techniques
- •Skills in risk identification, analysis, and problem solving
- •IT skills including proficiency in ERP Systems and Microsoft Office

Tasks
- •Provide end-to-end financial oversight of the assigned grant portfolio
- •Ensure compliance with Global Fund fiduciary policies and financial guidelines
- •Lead the design and monitoring of fiduciary arrangements for optimal fund use
- •Oversee assurance mechanisms and ensure timely execution of risk-mitigation actions
- •Coordinate with the Country Team on the selection of Fiscal Agents
- •Review financial forecasts and risk assessments, escalating issues as needed
- •Serve as the primary liaison with assurance providers for quality and accountability
- •Facilitate the transition of grants to national Public Financial Management systems
- •Support financial capacity-building initiatives for Civil Society Organizations
- •Drive the implementation of financial capacity-building initiatives in assigned countries
- •Co-lead in-country diagnostic reviews with the CFMSI team
- •Monitor progress of capacity-strengthening initiatives and escalate challenges
- •Ensure timely completion of Financial Management Impact Reviews
- •Collaborate on monitoring financial aspects of innovative financing initiatives
- •Ensure accuracy and timeliness of financial information reported by Principal Recipients
- •Assess and communicate the linkage between programmatic and financial performance
- •Ensure holistic reconciliation of cash balances and reported expenditures
- •Provide technical oversight on identification of ineligible expenditures
- •Document and escalate exceptions to Global Fund Financial Policies as needed
