Requirements

  • 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree
  • Degree in Law, Political Science, Economics, International Relations, Business Administration, Social Science or relevant field
  • Completion of the IACLP (essential)
  • Experience in inter-agency environment at field or HQ level
  • Experience liaising with governments and/or donor community
  • Thorough understanding of UNHCR's protection mandate and mission
  • Thorough understanding of humanitarian coordination processes and recent inter-agency developments
  • Inter-agency coordination role
  • Drafting joint appeal/refugee response plan/HRP
  • Experience with another UN agency or partner
  • Inter-Agency Coordination Mechanisms (essential)
  • Knowledge of English and UN working language
  • Inter-Agency coordination and partnership development experience
  • Knowledge of UNHCR Inter-Agency and partnership frameworks, localization, RCM
  • Understanding of global Inter-Agency landscape and dynamics
  • Experience contributing to major Inter-Agency processes and mechanisms
  • Strong drafting and analytical skills in English
  • Experience supporting engagement in global/regional partnership and inter-agency events
  • Ability to navigate complex and sensitive operational/political environments
  • Experience providing practical, solution-oriented support to field operations
  • Strong negotiation and facilitation skills
  • Knowledge of additional UN languages

Tasks

  • Advise senior management on inter-agency processes and positioning
  • Coordinate internal and external communication on inter-agency matters
  • Promote UNHCR policies within multilateral processes
  • Establish and maintain coordination mechanisms and tools
  • Ensure inclusive engagement with all relevant stakeholders
  • Provide updates on inter-agency frameworks and UN reforms
  • Support internal institutional coherence and coordination
  • Articulate UNHCR's priorities in the inter-agency arena
  • Identify and address unclear positions and priorities
  • Support evaluations of coordination systems
  • Maintain close contact with DER on emerging issues
  • Manage risks and opportunities impacting objectives
  • Promote coordinated decision-making frameworks
  • Operationalize UNHCR's inter-agency policies
  • Advise on regional inter-agency processes
  • Support RRC and information management
  • Ensure timely preparedness activities
  • Liaise with UN agencies for joint initiatives
  • Coordinate regional refugee response plans
  • Circulate information to stakeholders
  • Ensure effective coordination in country operations
  • Advise on UNHCR's catalytic role in the Global Compact
  • Engage in UNDAF processes
  • Organize regional capacity building
  • Support annual NGO consultations
  • Alert HQ on coordination issues
  • Draft reports for key inter-agency processes
  • Contribute to annual reports and documents
  • Carry out field support missions
  • Compile briefing papers and data
  • Support major global and regional processes
  • Engage with NGOs and external stakeholders
  • Build partnerships with academic institutions
  • Support regional and cross-regional coordination
  • Prepare for major global events
  • Contribute to planning for voluntary return
  • Engage with evolving regional situations
