Armed Forces and Non-State Armed Groups Delegate(m/w/x)
Facilitating dialogue with armed forces and non-state armed groups to promote humanitarian law. Military Staff College Diploma and former mid-to-senior level military officer experience required. Humanitarian and multicultural environment.
Requirements
- Military Staff College Diploma
- Former mid to senior level military officer, minimum rank Major
- Strong operational experience in design and implementation of military operations, preferably at Brigade level and above
- Minimum 1 year accumulated operational international experience, deployed in conflict areas
- Experience in operational or strategic HQ level
- Strong proficiency in two languages on C1 level: English and Portuguese, French, Arabic, Spanish, or Russian
- Strong motivation for humanitarian work
- Ability to work under pressure in dangerous environment
- Capacity to conceptualize and proven analytical skills spanning complex security environments
- Willingness to work impartially with arms carriers of all natures
- Demonstrable understanding of contemporary and future conflict implications for humanitarian actions
- Knowledge and practical experience of incorporating LOAC considerations in planning and conduct of military operations
- Ability to communicate concisely and fluently, orally and in writing, including analytical papers and presentations
- Capacity to integrate within multi-disciplinary, multi-cultural team and adapt to new settings
- Strong networking skills and ability to engage and persuade decision makers
- Availability for minimum 2 years (renewable) for field assignment
- Not assigned to a country of which they are nationals
- Prepared to accept overseas missions without family for at least 6 months
- Good health and successful medical check-up prior to departure
- Possess a driving license for manual transmission vehicles
- Read pre-requisites before applying
Tasks
- Support ICRC's dialogue with armed forces and NSAGs
- Share knowledge and experience across ICRC activities
- Improve ICRC's positioning and access
- Encourage legally compliant military operations
- Contribute to national-level strategy definition
- Implement national-level strategies for armed forces and NSAGs
- Provide technical advice on humanitarian implications of military operations
- Advise on dialogue approach with armed forces and NSAGs
- Advise on technical/operational aspects of LOAC violations
- Conduct country analysis of military and NSAGs
- Advise on humanitarian principles and conflict dynamics
- Support dialogue with arms carriers on humanitarian issues
- Accompany armed forces and NSAGs in implementing compliant operations
- Provide targeted capacity building programs
- Build and maintain contact network with military commanders and institutions
- Support ICRC's humanitarian diplomacy efforts
- Interact internally with delegation members engaged in dialogue
- Liaise with headquarters (FAS Unit) for technical support
- Represent ICRC in dialogue with armed and security forces
- Discuss integration of IHL/IHRL into operational practice
