Requirements

  • 6 years relevant experience with Undergraduate degree, or 5 years relevant experience with Graduate degree, or 4 years relevant experience with Doctorate degree
  • Degree in Law, International Law, International Refugee Law, International Human Rights Law, International Humanitarian Law, Refugee and Forced Migration Studies, Political Sciences, or other relevant field
  • Minimum 4 years of relevant and diverse professional experience in UNHCR IDP operations, including experience in working directly with Field Offices and internally displaced people
  • Good knowledge of International Humanitarian and Human Rights Law and ability to apply the relevant legal principles
  • Excellent legal research, analytical skills and drafting
  • Good IT skills including database management skills
  • Substantial field and inter-agency experience, particularly in internal displacement contexts
  • Strong experience in capacity-building, particularly in designing and delivering webinars and similar learning activities for diverse audiences
  • Solid understanding of relevant legal, policy, and institutional frameworks
  • Strong analytical capacities and strategic thinking, combined with a sound grasp of UNHCR’s protection mandate and engagement in IDP situations
  • Proven track record in drafting high-quality analytical documents, policy briefs, talking points, and reports tailored to various stakeholders
  • Ability to distill complex legal and policy information into clear, actionable messages and recommendations
  • Excellent interpersonal, presentation, negotiation, and coordination skills
  • Proficiency in English
  • Working knowledge of French and/or Spanish considered an asset

Tasks

  • Develop guidance and tools on internal displacement
  • Draft, edit, and review issue briefs and technical guidance
  • Support UNHCR IDP operations and Regional Bureaus
  • Provide advocacy support for field operations
  • Serve as the main focal point for field operations support
  • Conduct webinars and peer exchanges for capacity building
  • Provide logistical support for workshops and events
  • Support research on IDP protection areas
  • Create internal and external materials for thought leadership
  • Manage knowledge and communication efforts
  • Disseminate information and manage online platforms
  • Create communication assets and track trained staff
  • Support collaboration with the IDP Protection Expert Group
  • Provide technical guidance on protection issues
  • Report on legal, political, and social developments
  • Engage national authorities to strengthen asylum systems
  • Facilitate consultative processes with government and partners
  • Develop protection strategies for diverse populations
  • Ensure protection strategies are integrated into operational plans
  • Promote international and national laws and standards
  • Implement AGD policy and monitor related programs
  • Develop community-based protection strategies
  • Establish feedback systems for program adaptation
  • Prevent and respond to fraud in protection processes
  • Assist management with Protection from Sexual Exploitation measures
  • Oversee individual protection cases, including GBV
  • Provide legal advice on protection issues
  • Ensure access to legal assistance for displaced persons
  • Assist with eligibility and status determination
  • Promote strategies to reduce statelessness
  • Contribute to education and child protection plans
  • Monitor protection incidents and engage with governments
  • Safeguard rights of displaced persons in mixed movements
  • Coordinate Standard Operating Procedures for protection activities
  • Seek durable solutions for displaced persons
  • Coordinate protection programming with partners
  • Facilitate results-based advocacy with partners
  • Manage protection information and data
  • Build capacity of national and local governments
  • Coordinate capacity-building initiatives for communities
  • Advise on strengthening legislation and procedures
  • Identify and manage risks impacting objectives
  • Support regional processes for displaced persons
  • Assist in developing national asylum systems
  • Ensure compliance with Protection from Sexual Exploitation measures
  • Support complementary pathways and resettlement objectives
  • Contribute to policy development and legal positions
  • Engage in international fora for advocacy
  • Forge regional partnerships for protection issues
