Requirements

  • Master’s degree in Civil Engineering, Quantity Surveying, Construction Management, or related field
  • Minimum 10 years experience in cost engineering or estimating for large-scale infrastructure projects (marine/port sector preferred)
  • Strong knowledge of cost estimation methodologies, financial modelling, and risk analysis
  • Familiarity with cost components of large-scale infrastructure projects and current cost values
  • Proficiency in cost estimation software and MS Excel
  • Familiarity with AutoCAD, Autodesk ACC, and MS SharePoint (plus)
  • Strong knowledge of project time-schedule principles (planning/implementation)
  • Familiarity with MS Project and/or Primavera P6
  • Concise and effective communication and presentation skills
  • Ability to convey expert subjects to non-experts
  • Ability to work independently
  • Leading contributor in cross-functional teams (persistent approach)
  • Stakeholder relationship development and maintenance
  • Knowledge of international standards/practices for infrastructure cost estimation (AACE procedures)
  • Professional certification (e.g., AACE, RICS) (advantage)
  • Mandatory written and spoken English proficiency
  • Knowledge of other languages (advantage)

Tasks

  • Prepare detailed CAPEX and OPEX cost estimates.
  • Prepare project budgets for all design phases.
  • Develop high-level project delivery schedules, including milestones and phasing.
  • Analyze project specifications, drawings, and technical documents.
  • Develop and maintain cost databases for benchmarking.
  • Validate cost assumptions with engineering, design, and business teams.
  • Identify cost-saving opportunities with project teams.
  • Conduct risk and sensitivity analyses for cost projections.
  • Support financial model and business case preparation for approvals.
  • Monitor market trends, labor, material, and energy prices.
  • Provide input for budgeting, forecasting, and reporting to senior management.
  • Ensure compliance with company standards, best practices, and regulations.
  • Lead continuous improvement of cost estimating procedures.
