Armed Forces and Non-State Armed Groups Delegate(m/w/x)

Requirements
- Military Staff College Diploma
- Former mid to senior level military officer (Major rank minimum)
- Strong operational experience (design/implementation of military operations, preferably Brigade level and above)
- Minimum 1 year accumulated operational international experience (deployed in conflict areas)
- Experience in operational or strategic HQ level (asset)
- Strong proficiency in English and one of: Portuguese, French, Arabic, Spanish, or Russian (C1 level)
- Strong motivation for humanitarian work
- Ability to work under pressure in dangerous environment
- Conceptualization capacity and analytical skills (complex security environments)
- Willingness to work impartially with arms carriers
- Demonstrable understanding of contemporary/future conflict implications for humanitarian actions
- Knowledge and practical experience incorporating LOAC in military operations (advantage)
- Concise and fluent oral/written communication (analytical papers, presentations)
- Capacity to integrate into multi-disciplinary, multi-cultural team
- Strong networking skills (engage/persuade decision makers)
- Availability for minimum 2 years (renewable) field assignment
- Prepared to accept overseas missions without family (minimum 6 months)
- Good health and successful medical check-up prior to departure
- Possession of a driving license (manual transmission vehicles)
Tasks
- Support ICRC’s dialogue with armed forces, law enforcement agencies, NSAGs, and other arms carriers
- Share knowledge and experience across ICRC activities
- Improve ICRC’s positioning and access
- Encourage legally compliant behavior in military operations
- Limit or prevent suffering of people affected by conflict and violence
- Contribute to national-level strategies and their implementation
- Provide technical advice on humanitarian implications of military operations
- Advise on dialogue approaches with state armed forces and NSAGs
- Address technical and operational aspects of alleged LOAC violations
- Conduct country analysis of military and NSAGs
- Assess respect for humanitarian principles and conflict dynamics
- Support dialogue with arms carriers on humanitarian issues
- Accompany armed forces and NSAGs in implementing compliance mechanisms
- Develop targeted capacity building programs
- Build and maintain contacts with military commanders and institutions
- Support ICRC’s humanitarian diplomacy effort
- Interact with delegation members engaged in dialogue with arms carriers
- Seek functional technical support from headquarters
- Represent ICRC in dialogues and activities with armed and security forces
- Promote integration of IHL and IHRL into operational practice
