Legal Counsel / ELSA Officer(m/w/x)
Driving ELSA efforts in collaboration with OSF and its working groups, developing course content on emerging topics. Several years practical experience in data protection and public procurement law required. Flexible working model, 30 days vacation, additional day-offs on 24.12. and 31.12.
Requirements
- PhD or Master’s in law, or Bachelor’s with >3 years experience
- Several years practical experience in data protection and public procurement law
- Ideally, public sector experience, especially higher education
- Basic technical understanding, particularly IT procurement
- Willingness to learn new subjects and tools
- Strong communication and interpersonal skills
- Very good German language skills (C2)
- Good English language skills (at least B2)
- Excellent knowledge of national/EU digital and procurement law
Tasks
- Support project leads and team colleagues in project activities
- Drive ELSA effort in collaboration with OSF and its working groups
- Coordinate with EuroHPC JU Data and Computing centres
- Collaborate with national and European projects and initiatives
- Develop content for courses and workshops on emerging topics
- Disseminate materials to academia, industry, and SMEs
- Communicate project results and achievements internally and externally
- Implement and develop data protection measures according to GDPR and BayDSG
- Support internal data protection coordinator and external data protection officer
- Establish and maintain a data protection management system per ISO 27701
- Develop and optimize data protection concepts, processes, and guidelines
- Update the record of processing activities with department heads
- Prepare clear documentation and practical guidance for employees
- Monitor new developments in data protection, AI, IT, and information security
- Participate in networking meetings within the university and public sector
- Provide initial consultation to relevant departments
- Advise departments on national and pan-European procurement procedures
- Plan and document tenders for supplies and services
- Review and evaluate tender documents
- Coordinate between specialist departments and the legal office
- Prepare and maintain tender and procurement documentation
- Administer and develop the procurement management system
- Support electronic procurement procedures
- Optimize procurement and contract processes
- Establish an internal knowledge management system on public procurement law
- Monitor current legal developments in public procurement
- Coordinate contract management after contract awards
