Requirements
- •9 years experience with Undergraduate, 8 with Graduate, or 7 with Doctorate
- •Degree in Law, International Law, Human Rights, or Humanitarian Law
- •Completion of HCR RSD Learning Program
- •Detailed knowledge of international refugee law and inclusion/exclusion criteria
- •Understanding of UNHCR’s doctrinal guidance on international refugee law
- •Knowledge of COI standards and country guidance policies
- •Understanding of UNHCR and state-led refugee status determination processes
- •Experience in protection information research and drafting country guidance
- •Five years developing internal capacities at institutional levels
- •Two years working directly with RSD principles and procedures
- •Two years developing and delivering training on COI
- •Efficiency under demanding conditions and tight deadlines
- •Experience representing UNHCR in global and regional networks
- •Sound judgment and strong political acumen
- •Legal research skills
- •Knowledge of protection-related guidelines and standards
- •Interviewing and counselling refugees or asylum seekers
- •Knowledge of RSD principles, procedures, and operational arrangements

- •Maintain consistency in country guidance and approaches
- •Monitor legal and human rights developments globally
- •Advise Regional Bureaux based on country information
- •Oversee external information gathering from partner organizations
- •Identify trends in flight patterns and profiles
- •Recommend guidance updates to senior management
- •Analyze asylum decision-making and advise on court interventions
- •Present policy positions to judges and legal stakeholders
- •Provide training on country information and guidance
- •Develop manuals and training materials for staff
- •Liaise with country experts and external networks
- •Interview refugees and experts on country conditions
