Protection Officer - IDPs(m/w/x)
Developing guidance and tools on internal displacement for UNHCR IDP operations at an international protection organization. 4+ years experience in UNHCR IDP operations and a relevant Law degree required. Main focal point for field operations support.
Requirements
- Relevant experience: 6 years with Undergraduate degree, or 5 years with Graduate degree, or 4 years with Doctorate degree
- Knowledge of Law, International Law, International Refugee Law, International Human Rights Law, International Humanitarian Law, Refugee and Forced Migration Studies, Political Sciences, or other relevant field
- Internally Displaced Persons (IDP) Induction
- IDP Law and Policy knowledge
- IDP operations management
- Durable Solutions for IDPs knowledge
- Coordination in Internal Displacement situations
- Minimum 4 years relevant diverse professional experience in UNHCR IDP operations, including Field Offices and IDPs
- Good knowledge and application of International Humanitarian and Human Rights Law
- Excellent legal research, analytical, and drafting skills
- Good IT skills, including database management
- Substantial field and inter-agency experience, with emphasis on internal displacement contexts
- Hands-on experience supporting or leading operations across full displacement cycle
- Strong record of engagement with UN agencies, international organizations, and coordination structures in IDP settings
- Deep and diverse experience across IDP operations, applying lessons learned and good practices
- Ability to provide constructive, context-adapted guidance grounded in operational realities
- Strong experience in capacity-building, designing and delivering webinars/learning activities
- Solid understanding of relevant legal, policy, and institutional frameworks (UNHCR, IASC guidance, IASC Framework on Durable Solutions for IDPs, Secretary-General’s Action Agenda on Internal Displacement, Special Rapporteur/Adviser mandates)
- Desirable: Knowledge of UNHCR’s programme cycle and resource management framework
- Desirable: Experience contributing to development of tools, guidance, or communities of practice
- Strong analytical capacities and strategic thinking
- Sound grasp of UNHCR’s protection mandate and engagement in IDP situations
- Proven track record in drafting high-quality analytical documents, policy briefs, talking points, and reports
- Ability to distill complex legal/policy information into clear, actionable messages/recommendations
- Excellent interpersonal, presentation, negotiation, and coordination skills
- Comfort engaging actors across humanitarian, development, and political spheres
- Essential: English proficiency
- Asset: Working knowledge of French and/or Spanish
- Lived experience of displacement (encouraged)
