Requirements

  • Desirable: UNDP CIPS Level 2 certificate or equivalent procurement qualification
  • Minimum 6 years relevant professional experience with Bachelor's degree
  • Minimum 3 years relevant professional experience with Master's degree
  • Minimum 1 year relevant professional experience with Doctorate
  • Professional experience in procurement, grants management, business management services, supply chain management, private industry, governmental or international organizations
  • Desirable: Experience with EU-funded programmes
  • Desirable: Familiarity with African development context
  • Ability to work in multi-cultural environment
  • Desirable: Experience in public/UN procurement policies, rules, regulations
  • Desirable: Working experience with ERP/procurement-related system
  • Fluency in written and spoken English
  • Desirable: Fluency or working knowledge of other official UN languages (e.g., French)

Tasks

  • Provide technical support for procurement, contracting, and grants.
  • Process various supply, service, and grant agreements.
  • Develop and monitor procurement and grants planning.
  • Plan detailed procurement and grant actions for ATCMA Components.
  • Collaborate with Programme Managers to define requirements.
  • Provide procedural guidance on UNIDO procurement and grants management.
  • Conduct market research, surveys, and analysis.
  • Monitor market developments, trends, and best practices.
  • Research innovative technologies and services.
  • Evaluate and recommend potential supply sources.
  • Refine procurement requirements for best value.
  • Coordinate procurement and grants management processes.
  • Prepare bidding documents.
  • Publish and disseminate bidding documents.
  • Arrange bid conferences.
  • Issue clarifications or amendments to bids.
  • Arrange bid opening sessions.
  • Conduct preliminary and commercial bid evaluations.
  • Review technical evaluations from Programme Managers.
  • Arrange for contract awards.
  • Prepare all related bidding and contract documentation.
  • Conduct due diligence on procurement requests.
  • Verify completeness of procurement requests.
  • Confirm justifications for competition or waivers.
  • Ensure adherence to UNIDO procurement principles.
  • Prepare procurement case submissions for approval.
  • Attend Procurement Committee meetings to facilitate decisions.
  • Participate in negotiations with bidders or contractors.
  • Prepare and sign purchase orders and agreements within limits.
  • Submit high-value agreements for official approval.
  • Execute and monitor daily administrative controls.
  • Ensure adherence to terms, SLAs, and KPIs.
  • Process amendments, cancellations, and extensions.
  • Inform parties of contractual rights and obligations.
  • Formulate and recommend solutions for conflicts.
  • Prepare procurement and grants management reports.
  • Develop presentations and statistical information.
  • Support training and capacity building initiatives.
  • Perform other assigned duties.
