- •Extensive policy and research experience
- •Engagement in high-level policy processes
- •Integration of operational and legal research
- •Track record in policy negotiation
- •Understanding of principled humanitarian action
- •Sound knowledge of research ethics
- •Excellent analytical and communication skills
- •Demonstrated leadership and management experience
- •Experience in humanitarian or Red Cross
- •Post-graduate degree or PhD
- •Excellent English and strong French

- •Lead and manage the Policy and Research Unit
- •Provide strategic, operational, and administrative oversight
- •Steer research, policy development, and engagement
- •Manage Doctrine as a core source of guidance
- •Anticipate emerging humanitarian, legal, and geopolitical trends
- •Provide senior leadership with forward-looking analysis
- •Shape humanitarian policy strategies through innovative thinking
- •Build diverse networks and learn from global perspectives
- •Coordinate the humanitarian affairs advisers’ network
- •Ensure institutional coherence in external positioning
- •Oversee publication and promotion of research outputs
- •Chair the Policy Planning Mechanism
- •Co-chair the Ethics Review Board for Research
- •Monitor and evaluate the unit’s impact
- •Represent the unit in transversal platforms
- •Develop and retain a high-performing team
- •Align policy work with institutional strategy priorities
- •Engage senior-level stakeholders to influence humanitarian practice
- •Support policy partnerships with academic institutions
- •Contribute to debates through expert input and publications
