In this role, you will oversee the financial management of grants, ensuring compliance and optimal fund utilization. Your day-to-day responsibilities will involve collaborating with teams to enhance financial capacity, monitor performance, and drive improvements across the grant lifecycle.

Anforderungen

• •Advanced degree in Finance or accounting qualification
• •First-level university degree in Accounting, Finance, Business Administration, or related fields
• •Extensive experience in financial analysis and decision-making
• •Ability to deliver change in financial management
• •Strong communication and stakeholder management skills
• •Business focus and result-oriented
• •Minimum 5-8 years of senior professional experience in financial management
• •Supervisory and/or people management experience of at least 2 years
• •Grants and finance management experience in health or social sector
• •Excellent knowledge of English and good working knowledge of French
• •Strong skills in financial accounting and reporting
• •Strong skills in audit and assurance techniques
• •Skills in risk identification, analysis, and problem solving
• •IT skills including proficiency in ERP Systems and Microsoft Office

Aufgaben

• •Provide end-to-end financial oversight of the assigned grant portfolio
• •Ensure compliance with Global Fund fiduciary policies and financial guidelines
• •Lead the design and monitoring of fiduciary arrangements for optimal fund use
• •Oversee assurance mechanisms and ensure timely execution of risk-mitigation actions
• •Coordinate with the Country Team on the selection of Fiscal Agents
• •Review financial forecasts and risk assessments, escalating issues as needed
• •Serve as the primary liaison with assurance providers for quality and accountability
• •Facilitate the transition of grants to national Public Financial Management systems
• •Support financial capacity-building initiatives for Civil Society Organizations
• •Drive the implementation of financial capacity-building initiatives in assigned countries
• •Co-lead in-country diagnostic reviews with the CFMSI team
• •Monitor progress of capacity-strengthening initiatives and escalate challenges
• •Ensure timely completion of Financial Management Impact Reviews
• •Collaborate on monitoring financial aspects of innovative financing initiatives
• •Ensure accuracy and timeliness of financial information reported by Principal Recipients
• •Assess and communicate the linkage between programmatic and financial performance
• •Ensure holistic reconciliation of cash balances and reported expenditures
• •Provide technical oversight on identification of ineligible expenditures
• •Document and escalate exceptions to Global Fund Financial Policies as needed
